Looks like Club Penguin added the "SUBMIT" button for the Halloween Igloo Contest! Check it out, just go to your igloo and you will find a button looking like this:

After you click it, you will get this message saying the following:

Enter the Halloween Igloo Contest

Would you like to submit your Igloo to Igloo contest?
Yes No
Align Center
